When the install task says items are required and nothing happens, check the Orders list: the job is usually waiting on a specific material or tool, or the target spot is obstructed. Select the task to see what it needs, queue it, and the crew will complete it.

No. Cargo web is a non-airtight floor tile meant for storage: that is exactly why it is used on the outside of ships. Walls would defeat the purpose.
