Cargo Web, cargo webbing, and cargo net are the same item family: a non-airtight pseudo-floor for storage. Community players confirm you can place items on it, but characters cannot walk on it and it does not hold atmosphere, so it belongs outside the hull or in non-pressurised zones.

External cargo racks: haul extra salvage without building a sealed room. Lighter than floors, so thrust is better.
Inside the ship
Works as a floor, but leaks atmosphere: a bad idea in pressurised compartments. Use real floors there.

Repair webs found on derelicts to 100% and sell them, or strip them for your own ship. Solid early income.

When the install task says items are required and nothing happens, check the Orders list: the job is usually waiting on a specific material or tool, or the target spot is obstructed. Select the task to see what it needs, queue it, and the crew will complete it.

Do I need walls for cargo web?
No. Cargo web is a non-airtight floor tile meant for storage: that is exactly why it is used on the outside of ships. Walls would defeat the purpose.
